Carload Express receives the high score in a competitive selection process to operate the SEDA-COG Joint Rail Authority’s (“JRA”) rail system in central Pennsylvania. While the JRA voted 7-3 in favor of awarding the contract to Carload Express, the JRA deems the vote ineffective due to the presence of six non-voting board members. The JRA subsequently files a declaratory judgment action in Clinton County seeking judicial clarification of the voting standard. Carload Express looks forward to the possibility of extending its operations into central Pennsylvania.
